tpami有两个系统，我目前是第一个系统投稿，第二个系统查看论文审稿的进度（一些讨论中，似乎经常将第二个系统叫做老系统），第二个系统的好处是可以看到更加精细的审稿状态的进度。

ICLR的投稿

Instructions: We will be assigning4-6 papers to youforreview. To ensure we assign papers that are relevant to your expertise, you have the opportunity to bid on papers. We have identified asetof papers that are likely related to your expertise. Before September 29th, you can indicate the subset of papers that you are unwilling to review. The program chairs and area chairs will attempt to assign papers to you based on these preferences. We are on a tight schedule, and bidding must be completed before September 29th. If youdonot perform any bidding, we will assume all of the shown papers are relevant and assign up to6of them to you.

bidding的时候，只能够看到摘要（虽然此时，理论上已经过了full paper的提交ddl）。我这边一共有71篇。
